      Historical ties of friendship and brotherhood between Azerbaijani and Romanian nations are deeply rooted in the past.
       Showing enduring friendship and relations of cooperation, Romania has become the second world country after fraternal Turkey which recognized independence of the Republic of Azerbaijan. Later on the development and strengthening of bilateral relations between these countries, constant mutual support on the international arena proved that this fact was not accidental and it resulted from a sincere and unselfish friendship. The fact that the first in Eastern Europe Embassy of Azerbaijan was opened in Romania proves the historically established relations of friendship and cooperation, as well as existing mutual geostrategic interests. Growing cooperation in political, economic, scientific, cultural and humanitarian spheres adds to the friendly relations between these two countries.
       There are good prospects for the expansion of cooperation in the field of transit transport. The Republic of Azerbaijan can act as a bridge and aid Romanian goods to enter Central Asian and Far East markets, as well as Romania can play the same role and help Azerbaijani goods enter European markets. From this point of view Azerbaijan places special emphasis on the functioning of a ferry between Constantsa and Batumi, as well as Constantsa and Poti, and considers this route one of the main links in the strategy of the development of transport infrastructure of the whole region. The development of cooperation between these two countries in the sphere of transport is a notable contribution to the successful implementation of the project on the restoration of "The Great Silk Road" in the framework of the programmes TRACECA and INOGATE. Both countries are actively collaborating within the framework of the Black Sea Economic Cooperation. The visit of His Excellency the President of Azerbaijan Mr. Heydar Aliyev to Romania which took place in July 1995 and the visits of His Excellency the President of Romania Mr. Ion Iliescu to Azerbaijan which took place in 1996 and 2002 made a great contribution to the development of friendly relations between the two countries. The Presidents were accompanied by large delegations which included ministers, high-ranking officials, members of the Romanian Parliament, scientists, cultural workers, businessmen, as well as the representatives of the media. During the visits the leaders of both countries had top-level talks, there were meetings of the officials and the representatives of business circles. A large number of official documents was signed.
       Till now more than 24 treaties and agreements have been signed between Azerbaijan and Romania. Since the opening of the Embassy of our country in Romania the turnover between the two countries has increased as much as 25 times. Scientific and cultural ties play an important role in the establishment and development of relations between states because exactly scientific and cultural contacts help to throw bridges between different nations. Under the treaty of cooperation in the field of education concluded between the two countries, 8 Azerbaijani students are studying in Romania and 2 Romanian post-graduate students are studying in Azerbaijan. Cultural relations between Azerbaijan and Romania are developing dynamically. Friendship society "Azerbaijan-Romania" has been working in Baku for a few years already. In 2001 Romanian-Azerbaijani Friendship Society "ROM-AZER" and Association of Culture and Youth of Azerbaijan and Romania were established in Bucharest. It's very gratifying that all these three organizations maintain contacts and work in close cooperation. The book by His Excellency the President of Romania Mr. Ion Iliescu "Integration and globalization - Romanian view", a collection of poems by the outstanding Romanian poet Mihai Eminescu, a collection of works called "The first letter" by Romanian writers, a book about the life and work of the distinguished Romanian diplomat Nicolae Titulescu and the book by the famous cardiologist, senator Ioan Pop de Popa "The illusion of power" have been translated and published in Azerbaijan. Alongside it the book of the well-known journalist Minodor Mitrica "The revival of Azerbaijan", telling about the achievements of our country in the years following the time when it recovered its independence and about the life and activities of President Heydar Aliyev, a collection of poems by the great Azerbaijani poet Bakhtiyar Vahabzade "Time and Space", the book by Elchin Efendiyev "The Adventures in the post-office", as well as the masterpiece of the Turkish folklore - the heroic epic "Dede Korkud" have been published in Romania. The text of the Holy Koran has been interpreted into Romanian and published under the patronage of the Embassy. The publication of the Azerbaijani-Romanian and Romanian-Azerbaijani dictionaries was also initiated by the Embassy with the assistance of the linguists from both countries.
