Visa Section

To travel to Azerbaijan a visa must be obtained from the Visa Section at the Embassy of the Republic of Azerbaijan. The following documents must be submitted:

  1. One completed visa application form.

  2. Original passport.

  3. Two passport-size (3x4 cm) photos attached to the application form.

  4. Document certifying the hotel reservation.

  5. An invitation from Azerbaijan.
    ATTENTION: Physical entities holding the citizenship of the Republic of Azerbaijan should refer to the sample invitation letter

  6. while requesting the Embassy to issue visa for foreign citizens. The invitatation letter should be certified by notary and accompanied with copy of identity card of the inviting person. Any missing information in the invitation letter, as well as, lack of required documentation specified there may result in denial of visa issuance.
    In cases when the invitation is submitted by legal entity, the following copies are required:
    - the Registration Certificate
    - The company statute
  7. Bank invoice attesting the payment of visa fee.
    Payment should be made to "Credit Europe Bank" to either RO64FNNB000101045858EU04 (in Euro currency for Romanian citizens) or RO78FNNB000101045858US02 (in USD currency for non-Romanian citizens). Click here

The fee for an ordinary single entry visa for Romanian citizens is 60 euro.

The fee for a single entry business visa for Romanian citizens is 60 euro.

The fee for a transit visa for Romanian citizens is 60 euro.

Visa is issued after 6 working days from the date of the submission of entire relevant documents.

New rules of obtaining tourist visas

These new rules have entered into force on 1 June 2011.

Tourists should apply for their visas via tourist companies. In their turn the tourist companies apply: - to the embassies and consulates of the Republic of Azerbaijan in the countries of residence of foreigners or - in case of absence of embassies and consulates of the Republic of Azerbaijan in countries of residence of foreigners, to the embassies and consulates of the Republic of Azerbaijan in the nearest third countries.

The tourist companies have to present the documents mentioned below in electronic form to the embassies and consulates of the Republic of Azerbaijan to obtain a visa:

1. a completed application form taken from the website of embassies and consulates of the Republic of Azerbaijan;
2. a scanned copy of his/her passport;
3. a scanned copy of his/her photo;
4. a scanned copy of receipt of state fee;
5. a scanned copy of documents confirming the tourist’s purpose of visit:

a) tourist voucher or a document confirming the payment for tourist services planned in the program of visit;
b) passenger’s ticket;
c) the document, confirming the reservation at a hotel, camping sites, tourist bases, etc.

There are two ways of applying for visas by tourist companies:
1. Tourist companies can apply in electronic form (via internet) or;
2. Tourist companies can send the documents of foreign tourists by post.

In the first case, the issued visa will be sent to the e-mail address of tourist companies, which apply for visa. In the second case, the issued visa will be sent to the tourist companies by post.
Embassies and consulates of the Republic of Azerbaijan will issue ordinary (single) entrance visas with the tourist purpose no more than 30 days. According to the Law “On State fees” (article 16.1.8.) the amount of fee for obtaining visa with the tourist purpose is 20 USD.

Electronic visas will not be sticked in passports.

In case of rejection to issue a visa the reason of rejection will be provided.

Each tourist visa application will be examined by the embassies and consulates of the Republic of Azerbaijan no later than 15 working days.


Changes in the procedures of getting entry visas by foreign citizens and stateless persons upon arrival in the Republic of Azerbaijan

According to the Decree of the President of the Republic of Azerbaijan No. 326 dated September 13, 2010, foreign citizens and stateless persons upon their arrival in the Republic of Azerbaijan can get entry visas in the visa sections in the international airports of the Republic of Azerbaijan in the following cases:

1. In the cases envisaged in the interstate and intergovernmental treaties of the Republic of Azerbaijan;

2. Persons visiting the Republic of Azerbaijan by the official invitation of the President of the Republic of Azerbaijan, Prime-Minister of the Republic of Azerbaijan, Chairman of the Milli Majlis (Parliament) of the Republic of Azerbaijan, Head of the Administrative Department of the President of the Republic of Azerbaijan, Head of Special Medical Service of the President of the Republic of Azerbaijan, Head of the Administration of the President of the Republic of Azerbaijan, Head of the Supreme Majlis (Parliament) of the Nakhichevan Autonomous Republic;

3. Persons visiting the Republic of Azerbaijan by the official invitation of the Chairman of the Constitutional Court of the Republic of Azerbaijan, the Chairman of the Supreme Court of the Republic of Azerbaijan, General Prosecutor of the Republic of Azerbaijan, the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, Chairman of the Central Election Commission of the Republic of Azerbaijan, heads of the central executive bodies of the Republic of Azerbaijan, Chairman (Governor) of the Central Bank of the Republic of Azerbaijan, management of the National Olympic Committee of the Republic of Azerbaijan, Chairman of Caucasus Muslim Department, heads of the foreign companies operating in the Republic of Azerbaijan in accordance with international treaties supported by the Republic of Azerbaijan agreed with the State Migration Service of the Republic of Azerbaijan;

4. Members of the diplomatic, administrative and technical staff of the foreign diplomatic missions, consulates, and offices of the international organizations in the Republic of Azerbaijan and their family members, as well as foreign citizens visiting the Republic of Azerbaijan with special diplomatic missions;

5. Persons visiting the Republic of Azerbaijan by the official invitation of the Ministry of Emergencies of the Republic of Azerbaijan to participate in the operations to eliminate the consequences of emergency situations;

6. Persons visiting the Republic of Azerbaijan due to his/her deceased family member, on the basis of the relevant documents certifying the death.

7. Visiting foreign citizens of those countries having direct air connection with the Republic of Azerbaijan and to which diplomatic mission or consulate of the Republic of Azerbaijan are not accredited;


IMPORTANT MESSAGE FOR TRAVELLERS

Due to the fact that 20% of the territory of the Republic of Azerbaijan, including its Nagorno-Karabakh region is under occupation of Armenia, Government of Azerbaijan severely condemns and strictly prohibits any visit of foreign citizens to these occupied territories without prior consent of the Government of Azerbaijan. The Government deems it necessary to emphasize that the abovementioned visit and furthermore any kind of political, economic, financial, cultural and etc. interaction with illegal regime established there represents direct and crude violation of the sovereignty, territorial integrity and inviolability of borders of the Republic of Azerbaijan. Any foreign citizen who pays visit to the occupied territories ignoring the abovementioned warning is subject to concrete actions taken by the Government of Azerbaijan.

In this regard, those foreign citizens are included into the "list of persona non grata" whose entry to the territory of the Republic of Azerbaijan is banned. In case any foreign citizen persists on continuation of acts against Azerbaijan in cooperation with separatist regime, so-called "Nagorno-Karabakh Republic", relevant legal actions will be applied against that person. As regards to the foreign companies and organizations collaborating with illegal regime, they will be subject to relevant actions within the national and international legal framework.
